On August 13, 2026, U.S. President Donald J. Trump signed a proclamation imposing new ad valorem tariffs ranging from 10% to 100% on certain imported drones, unmanned aircraft system (UAS) components and related equipment. The action was taken under Section 232 of the Trade Expansion Act of 1962 following a national security investigation by the U.S. Department of Commerce.

Sensitive Drones and Critical Equipment

Applies to designated drones with a maximum take-off weight above 25 kilograms, drones with thermal-imaging capabilities, related docking stations and certain critical components listed in the proclamation’s annexes.

Other Covered Drones and Components

Applies to certain smaller drones without the specified sensitive capabilities, as well as designated UAS components, unless a lower country-specific or other authorized treatment applies.

15%

Specified Partner Economies

Applies to qualifying drones and components from the European Union, Japan, Liechtenstein, South Korea, Switzerland and Taiwan, subject to the proclamation’s origin and technology conditions.

10%

Qualifying United Kingdom Products

Applies to qualifying U.K. drones and components where substantially all critical hardware, software and technology originate in the approved countries or the United States.

Important: The new Section 232 duty may be imposed in addition to ordinary customs duties and other applicable charges. The final treatment depends on the product’s HTSUS classification, technical specifications, origin and eligibility for any exception or special provision.

When Do the New Duties Take Effect?

September 3, 2026 — 12:01 a.m. ET

The principal 100% and 25% tariffs take effect for covered goods entered for consumption, or withdrawn from warehouse for consumption, on or after this time. Qualifying 15% and 10% country-specific treatments also apply under the stated conditions.

February 9, 2027 — 12:01 a.m. ET

The 25% tariff takes effect for additional UAS components listed in Annex III, unless a lower rate or authorized exception applies.

Why Is the United States Taking This Action?

According to the White House, the Commerce Department’s investigation found substantial import penetration by foreign UAS producers and a high level of U.S. dependence on foreign sources for drones and critical components. The proclamation identifies motors, electronic speed controllers, lithium-ion batteries and docking stations among the inputs that may create supply-chain and cybersecurity vulnerabilities.

The administration states that the measures are intended to strengthen domestic manufacturing, reduce reliance on foreign supply chains and support the U.S. defense and defense-adjacent industrial base.

What Importers and Exporters Should Do Now

  • Confirm the HTSUS classification of each drone, docking station, part and component before shipment.
  • Review technical specifications, especially maximum take-off weight, thermal-imaging capability and intended use.
  • Verify origin and technology content before claiming a 10% or 15% country-specific treatment.
  • Recalculate landed costs, considering ordinary duty, Section 232 duty and any other applicable trade-remedy charges.
  • Check the entry date carefully; the key date is when goods are entered for consumption or withdrawn from warehouse, not simply the vessel departure date.
  • Prepare complete supporting documents and consult a licensed U.S. customs broker for shipment-specific compliance decisions.
