On December 18, 2020, the Ministry of Commerce of the People’s Republic of China (MOFCOM) issued Announcement No. 60 of 2020, deciding to impose anti-dumping duties on imports of Ethylene Propylene Diene Monomer (EPDM) rubber originating from the United States, South Korea, and the European Union, effective from December 20, 2020, for a period of five years.
According to MOFCOM Announcement No. 3 of 2021, following the end of the UK–EU Brexit transition period on December 31, 2020, the trade remedy measures previously applied to the European Union continued to apply to both the European Union and the United Kingdom.
Application for Sunset Review
On October 17, 2025, MOFCOM received an application for a sunset review of the anti-dumping measures from Jilin Petrochemical Branch of China National Petroleum Corporation and Shanghai Sinopec Mitsui Elastomers Co., Ltd. (hereinafter referred to as the “Applicants”), representing China’s domestic EPDM rubber industry.
The Applicants claimed that termination of the anti-dumping measures would likely lead to the continuation or recurrence of dumping and injury, and therefore requested that the anti-dumping measures be maintained.
No sunset review application was submitted with respect to imports originating from the United Kingdom.
Decision to Initiate the Review Investigation
Pursuant to the Anti-Dumping Regulations of the People’s Republic of China, MOFCOM has decided to initiate a sunset review investigation into the anti-dumping measures applicable to imports of EPDM rubber originating from the United States, South Korea, and the European Union, effective from December 20, 2025.
I. Continued Application of Anti-Dumping Measures During the Review
During the sunset review investigation, the anti-dumping measures on the products concerned will continue to be levied at the duty rates stipulated in Announcement No. 60 of 2020.
As of December 20, 2025, the anti-dumping measures applicable to imports originating from the United Kingdom will expire and be terminated.

VII. Comments on the Initiation Decision

VIII. Investigation Methods
MOFCOM may conduct the investigation through questionnaires, sampling, hearings, on-site verification, or other appropriate means.
IX. Submission and Handling of Information
All comments and questionnaire responses must be submitted via the Trade Remedy Investigation Information Platform.
Requests for confidential treatment must be accompanied by non-confidential summaries.
X. Consequences of Non-Cooperation
If interested parties fail to provide truthful information or do not submit required information within a reasonable time, MOFCOM may make determinations based on the facts available and the best information obtainable.
XI. Duration of the Investigation
The sunset review investigation shall commence on December 20, 2025, and is scheduled to conclude before December 20, 2026 (exclusive).
