On November 5, 2025, the Customs Tariff Commission (Office of the Tariff and Taxation Committee of the State Council) issued two policy announcements.

  1. Announcement on Adjusting the Additional Tariffs on U.S. Origin Imports

    To implement the results and consensus achieved through Sino-U.S. trade consultations, and in accordance with the Customs Law of the People’s Republic of China, Foreign Trade Law of the People’s Republic of China, and other relevant laws and international principles, and with the approval of the State Council:

    As of 13:01 on November 10, 2025, the additional tariff measures outlined in Announcement No. 4 of the Tariff and Taxation Committee of the State Council, 2025 will be adjusted.

    • The 24% additional tariff on U.S. goods will be suspended for one year.

    • A 10% additional tariff on U.S. imports will remain in place.

  2. Announcement on Ceasing Additional Tariffs on Certain U.S. Imports

    As of 13:01 on November 10, 2025, the additional tariffs outlined in Announcement No. 2 of the Tariff and Taxation Committee of the State Council, 2025 on certain U.S. imports will be suspended.

    • Announcement No. 4, 2025 is the foundational document for the additional tariffs on U.S. goods.

    • The tariff rate on U.S. imports has ranged from 34% to 84%, and eventually up to 125%, as part of reciprocal measures.

    • Announcement No. 2, 2025 specifically targets U.S. agricultural products, with tariff rates on commodities like chicken, wheat, corn, and cotton being increased by 15%, while other agricultural products such as soybeans, pork, beef, seafood, fruits, vegetables, and dairy have seen tariffs rise by 10%.

The current adjustments reflect changes resulting from the trade discussions held in Kuala Lumpur, where both sides agreed on the measures.
