The European Union’s Import Control System 2, or ICS2, is an advance cargo information system used for safety and security risk analysis. Goods entering or transiting the EU customs territory require an Entry Summary Declaration (ENS). The rules affect not only carriers, but also freight forwarders, consolidators, postal operators and businesses that provide shipment data.
Why ICS2 matters to exporters and importers
Incomplete or low-quality data can lead to requests for additional information, loading restrictions, customs intervention and delays. Even when a carrier or forwarder files the ENS, the shipper and importer still need to provide accurate commercial information. Generic descriptions such as “parts,” “samples,” “accessories” or “general cargo” may not provide enough detail for risk assessment.
Which transport modes are covered?
ICS2 has been introduced in stages and now covers air, maritime, inland waterway, road and rail movements. The European Commission stated that the Release 3 transition was complete and that, from 1 September 2025, the system was fully operational across Member States for all modes of transport, subject to limited temporary arrangements that were announced during transition.
What information is needed?
The exact data set depends on the transport mode and filing arrangement, but businesses should be ready to provide detailed consignor and consignee information, routing data, package details, a precise goods description, gross mass and commodity codes. For house-level shipments, freight forwarders and consolidators may need to submit their own part of the ENS through multiple filing.
Data quality problems to avoid
- Using vague cargo descriptions that do not identify the goods.
- Missing or inconsistent buyer, seller, consignee or ship-to information.
- Incorrect HS commodity codes.
- Differences between the booking, house bill, master bill and commercial documents.
- Late changes that are not communicated to the filing party.
- Assuming the ocean carrier has all house-level information.
A practical workflow for shipments from China
- Confirm the EU importer and EORI-related requirements with the destination broker.
- Collect accurate commercial invoice and packing-list data from every supplier.
- Identify who will file the master and house-level ENS data.
- Provide the information before the forwarder’s documentation cutoff.
- Review any request for additional information immediately.
- Keep the booking, bill of lading and customs data consistent.
What ICS2 does not replace
ICS2 is a safety and security filing system. It does not replace the normal import declaration, product compliance checks, duty calculation or destination customs clearance. Importers still need to verify tariff classification, licensing, VAT, product standards and other regulatory obligations.
