Pakistan’s National Tariff Commission has recently issued an announcement confirming the continuation of anti-dumping duties on suspension-grade polyvinyl chloride resin (PVC-SG) originating in or exported from Mainland China, South Korea, Thailand, and Taiwan, China.
According to Notice No. ADC50/2016/NTC/PVC/SR-II/2025, Pakistan completed the second sunset review with an affirmative decision, ruling to maintain the existing anti-dumping measures without change. The revised measures will take effect on June 8, 2025, and remain valid for three years.
Under the ruling, Mainland China faces the highest tariff rate, with duties imposed at up to 20.47%.
The measures apply to products classified under Pakistan tariff code 3904.1090. Suspension-grade PVC resin is widely used in the manufacturing of pipes and fittings, garden hoses, footwear, electrical cables, films and sheets, composite materials, and various packaging products.
The announcement clarifies that anti-dumping duties do not apply to PVC resin used solely as raw materials for re-exported products from Pakistan, or for foreign-funded donation projects and other duty-exempt programs.
History of Anti-Dumping Actions
Pakistan first launched an anti-dumping investigation into suspension-grade PVC resin imported from Mainland China, South Korea, Thailand, and Taiwan, China on November 29, 2016.
On April 25, 2018, Pakistan issued a final affirmative determination and imposed anti-dumping duties based on the C&F (Cost and Freight) value for a period of five years, effective from June 13, 2017 to June 12, 2022.
A subsequent sunset review concluded on December 9, 2023, with Pakistan again affirming the continuation of duties. According to that decision, products from Mainland China were subject to duties ranging from 3.44% to 20.47%, South Korea 4.00% to 14.97%, Thailand 13.98%, and Taiwan, China 16.68%. The measures took effect on June 8, 2022, for a period of three years.
On June 2, 2025, Pakistan initiated the second sunset review covering imports from Mainland China, South Korea, Thailand, and Taiwan, China for the period from January 1, 2022 to December 31, 2024.
